Purpose and Pragmatism: India’s Foreign Policy Charts a Bold, Inclusive Global Trajectory

India’s New Foreign Policy Doctrine: Strategic, Structured, and Sovereign

India’s foreign policy has undergone a significant transformation in the past decade—marked by pragmatism, purposeful diplomacy, and an unwavering commitment to strategic autonomy. Whether it is engaging major powers or building coalitions with the Global South, India's diplomacy has grown more structured, forward-looking, and impactful.

From high-trust defence partnerships to landmark multilateral summits, India today is no longer just a participant on the world stage—it is a pivotal shaper of global narratives.

US-India Relations: From Trust to Trade & Technology

India’s relationship with the United States has evolved into a Global Strategic Partnership, anchored in democratic values and economic synergy. The COMPACT initiative (Catalysing Opportunities for Military Partnership, Accelerated Commerce & Technology) underscores this cooperation.

Key milestones:

  • Mission 500 aims to double bilateral trade to USD 500 billion by 2030.

  • Defence cooperation includes long-term agreements and acquisitions like the C-130J, Apache, and MQ-9B drones.

  • Both sides are expected to conclude a comprehensive trade agreement by Autumn 2025.

India-Russia: Deep, Time-Tested Strategic Bonds

Russia remains a long-standing and strategic partner. In 2021, India and Russia held their first 2+2 Dialogue and expanded cooperation in defence through joint production of systems like:

  • S-400 missile systems

  • T-90 tanks

  • Su-30 MKI jets

  • BrahMos missiles

This structured defence and diplomatic dialogue underscores mutual trust and long-term cooperation.

India-France: Horizon 2047 and Defence Trust

India-France relations rest on shared democratic values, international law, and multilateralism. PM Modi’s 2025 visit to France advanced cooperation under the Horizon 2047 Roadmap, focused on:

  • Security collaboration (Rafale jets)

  • Climate action

  • People-to-people ties

India was also the Guest of Honour at France’s National Day celebrations in 2023—symbolising deepening ties.

India-UK: Strategic Depth and Trade Ambitions

The India-UK Comprehensive Strategic Partnership has progressed across:

  • Technology & Defence

  • Health, Infrastructure & Investment

  • Conclusion of the India-UK FTA and Double Contribution Convention

Innovations like the Technology and Security Initiative and the UK-India Infrastructure Financing Bridge further institutionalise economic cooperation.

India-EU: Anchoring Trade & Technology Cooperation

India and the EU established a Trade and Technology Council (TTC)—the only one outside the EU-US format—demonstrating India’s pivotal role in tech-diplomacy. The February 2025 visit of the EU College of Commissioners resulted in:

  • 20+ ministerial-level engagements

  • Strategic discussions across digital governance, AI, and climate tech

Middle East Relations: Strategic, Economic, and Cultural Synergies

India’s outreach to West Asia is multi-faceted—ranging from strategic councils to trade agreements:

  • India-Saudi Arabia Strategic Partnership Council (April 2025) focused on cultural ties, defence committees, and investments in refineries.

  • India-UAE CEPA (since May 2022) has enhanced bilateral trade and cooperation through forums like BRICS and I2U2.

  • India-Qatar ties deepened with USD 10 billion in pledged investments and the rollout of India’s UPI at QNB outlets.

Expanding Global Footprint: G20 Leadership to Vaccine Diplomacy

India’s foreign policy is not only bilateral but also boldly multilateral. Over the past decade, India’s influence has grown on platforms like G20, BRICS, QUAD, and the UN.

Key Highlights:

  • G20 Presidency showcased India’s leadership, culminating in the unanimous New Delhi Declaration despite geopolitical tensions.

  • Vaccine Maitri delivered over 30 crore vaccine doses to 99 countries and UN bodies.

  • Co-chaired AI Action Summit in Paris, demonstrating tech-leadership.

  • Key initiatives like the Global Biofuels Alliance, International Solar Alliance, and IMEC Corridor reflect climate-conscious diplomacy.

Building Presence and Preparedness: Diplomatic Expansion & Humanitarian Operations

India has opened 39 new embassies and consulates from 2014–2024, increasing its diplomatic network to 219 missions worldwide.

Evacuation Missions:

  • Vande Bharat Mission (2020–2022): Largest repatriation effort globally.

  • Operation Ganga (Ukraine, 2022)

  • Operation Devi Shakti (Afghanistan, 2021)

  • Operation Kaveri (Sudan, 2023)

  • Operation Ajay (Israel, 2023)

Each of these missions reflects India’s "Nation First" approach, where humanitarian concerns and national security go hand in hand.

India’s Diplomatic Doctrine: Purposeful, People-First, Globally Trusted

Under PM Modi’s leadership, India’s foreign policy rests on four core values:

  1. Strategic Autonomy

  2. Responsible Global Leadership

  3. Humanitarian Diplomacy

  4. Multilateral Cooperation

From leading the Global South to balancing relations with the West and East, India’s foreign policy reflects maturity, inclusivity, and influence.

India is no longer just reacting to global currents—it is shaping the flow.
