India-Based GCCs Emerge as Global Nerve Centres for Complex Tax Operations: Deloitte Report
India’s Global Capability Centres Are Now Powering Tax Strategy Worldwide
India is fast becoming the epicentre for complex global tax operations, with multinational corporations (MNCs) increasingly relying on their India-based Global Capability Centres (GCCs) to run high-value and knowledge-driven tax functions. This trend is highlighted in a newly released whitepaper by Deloitte India, titled Transforming Global Tax Functions: The GCC Advantage.
According to the report, India-based GCCs have matured beyond their traditional back-office roles. They now play a strategic role in managing global tax functions, covering a wide range of areas including corporate tax, indirect tax, transfer pricing, tax litigation, and digital tax transformation.
GCCs: Becoming Strategic Tax Hubs
The whitepaper, authored by Manisha Gupta, Partner at Deloitte India, underlines how India's GCC ecosystem offers a unique combination of talent, technology, and cost advantage, enabling MNCs to consolidate and elevate their tax functions under one strategic roof.
"GCCs have become an integral part of the global tax ecosystem, providing organisations with a competitive edge," the report asserts.
More than 76% of surveyed global organisations now run their tax processes from India, marking a significant move towards centralised and efficient global tax operations.
India’s GCC Growth: A Statistical Surge
India’s transformation as a global GCC hub is backed by solid numbers:
-
Over 1,700 GCCs are operational in India as of 2024
-
Employing 1.9 million professionals
-
Generating USD 64.6 billion in revenue
-
Projected to reach USD 105 billion by 2030, with a workforce of 2.8 million+
Key GCC clusters are flourishing in Bengaluru, Hyderabad, Pune, Chennai, Mumbai, and the National Capital Region (NCR).
Tax Centres of Excellence: The New Norm
The report observes that many organisations have already established Tax Centres of Excellence (CoEs) in India. These CoEs act as the command centres for global tax compliance, planning, and innovation, particularly in areas where real-time digital transformation is a priority.
The CoEs are no longer focused solely on routine compliance tasks. Instead, they are leading knowledge-intensive activities, setting the stage for risk mitigation, automation, AI-led tax analytics, and regulatory adaptation across jurisdictions.
From Data Processing to Knowledge Processing
A notable shift has occurred in the operating model of Indian GCCs. They are no longer just "offshore centres" handling data entry or administrative work. Instead, they are now evolving as centres for advanced tax strategy, litigation support, and regulatory navigation.
India’s GCCs are now delivering 40% of digital transformation projects across global operations, with a growing share of the work focusing on AI/ML, blockchain for tax compliance, cloud ERP systems, and transfer pricing documentation platforms.
Diversification and Global Interest
Another emerging trend is the geographic diversification of GCCs in India. While the US remains a dominant player, organisations from Germany, the UK, Japan, and Nordic countries are increasingly setting up or expanding their tax-focused GCCs in India.
This diversification reflects a growing recognition of India not just as a labour-cost hub, but as a value-added destination for enterprise-grade solutions, backed by:
-
A skilled English-speaking workforce
-
A tech-savvy environment
-
Mature compliance and regulatory understanding
Conclusion: India’s Strategic Position as the Global Tax Brain
As tax laws evolve globally and businesses face increasing compliance burdens, India-based GCCs offer a scalable, intelligent, and future-ready solution. Deloitte’s findings affirm that India is not just a participant in the global tax ecosystem — it is now an architect of strategic tax transformation.
The evolving role of GCCs marks India’s transition from execution to innovation, solidifying its place as the strategic command centre for global tax operations.
