A Strong Diplomatic & Strategic Message to Pakistan
In the wake of the devastating Pahalgam terror attack that killed 26 civilians, including 25 Indian and one Nepali tourist, India has initiated a series of tough diplomatic, security, and strategic actions aimed at holding Pakistan accountable for supporting cross-border terrorism.
On April 17, the Cabinet Committee on Security (CCS), chaired by Prime Minister Narendra Modi, held a high-level meeting in New Delhi where these decisions were finalized.
Indus Waters Treaty Held in Abeyance
One of the most significant announcements was the suspension of the Indus Waters Treaty of 1960. Foreign Secretary Vikram Misri stated that the treaty will remain in abeyance until Pakistan credibly and irrevocably abjures terrorism. This marks a major shift in India’s stance, leveraging water diplomacy as a strategic tool.
Closure of Integrated Checkpost at Attari
Effective immediately, the Attari Integrated Checkpost is being shut down, further tightening cross-border movement. Pakistani nationals already in India with valid permissions are to return by May 1, 2025.

Visa Exemptions and High Commission Staffing Curtailed
India has withdrawn SAARC Visa Exemptions for Pakistani nationals. All Special Exemption Scheme (SPES) visas issued to Pakistanis are now deemed cancelled, and holders must leave the country within 48 hours.
Additionally, the strength of both High Commissions will be reduced from 55 to 30, and India has declared Defence, Military, Naval, and Air Advisors of Pakistan’s High Commission persona non grata.
Security Alert and Justice Assurance
Foreign Secretary Misri assured that security agencies remain on high alert, and reiterated that India would be relentless in bringing the perpetrators and sponsors of terror to justice. He cited the recent extradition of Tahawwur Rana as a testament to India’s unwavering commitment to fight terrorism globally.
Reward Announced for Information on Pahalgam Attackers
The Jammu and Kashmir Police have announced a cash reward of ₹20 lakh for credible information leading to the neutralisation of the terrorists responsible for the attack. They have also promised complete confidentiality to informants.
Political Unity and Public Condemnation
In a rare show of unity, J&K Chief Minister Omar Abdullah has called for an all-party meeting on April 24 at SKICC, Srinagar. The agenda includes joint condemnation and evaluation of the current security situation in the valley.
Union Leadership Responds Strongly
Union Home Minister Amit Shah, who visited the injured victims at GMC Anantnag, declared, “Terror will not be tolerated. Bharat will not bend. The culprits will not be spared.”
Defence Minister Rajnath Singh echoed the sentiment, reaffirming a zero-tolerance policy on terrorism and promising a loud and clear response to those behind the attack.

The Pahalgam attack is the deadliest in Kashmir since the 2019 Pulwama strike, where 40 CRPF personnel were killed. The targeted attack on civilians in Baisaran Valley, a popular tourist spot, not only threatens regional peace but also aims to disrupt the socio-economic progress being made in Jammu and Kashmir.
Financial Assistance for Victims
The J&K Government has announced ₹10 lakh ex-gratia for families of those killed, and ₹2 lakh for seriously injured. The state is also arranging dignified transport and top-tier medical care for survivors.
