Delhi’s Air Quality Index (AQI) showed notable improvement, reaching 369 ('Very Poor') on December 24, compared to a peak of 401 ('Severe') recorded on December 16. This positive change was attributed to favorable meteorological conditions, including improved wind speed, as forecasted by the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM).

Measures Under Stage IV ('Severe+')

The Stage IV measures, invoked on December 16 when AQI levels breached the 400 mark, were stringent. These included:

  • A ban on industrial activities contributing to severe pollution.
  • Suspension of construction activities.
  • Prohibition of entry for non-essential trucks into Delhi.

The invocation of these measures aligned with directives from the Supreme Court, emphasizing the gravity of the pollution crisis.

Continued Vigilance with Stage I-III Measures

Despite the revocation of Stage IV restrictions, the CAQM has stressed that Stages I, II, and III of the GRAP will remain in effect. These stages involve:

  • Monitoring emissions from vehicles and industries.
  • Regulating construction activities to control dust.
  • Enforcing restrictions on waste burning.

The commission reiterated the need for strict implementation and monitoring of these measures across the NCR.

Importance of the Citizen Charter

The CAQM has appealed to citizens to adhere to guidelines outlined under GRAP-III. These include:

  • Reducing outdoor activities to limit exposure to polluted air.
  • Minimizing vehicle usage and opting for public transport.
  • Avoiding waste burning and contributing to pollution control efforts.

“Given the unpredictable nature of winter weather, citizens must remain vigilant and proactive to ensure AQI levels do not worsen,” the commission stated.

Monitoring and Future Directives

The CAQM Sub-Committee on GRAP assured that it will continue to monitor air quality trends closely. The body emphasized its readiness to issue additional directives based on air quality assessments and forecasts by IMD and IITM.

GRAP is a systematic approach to combat air pollution in Delhi-NCR. It prescribes a set of emergency measures corresponding to AQI levels, ranging from 'Moderate' to 'Severe+'.
