Revamping India's Telecom Landscape: New Telecom Act & BSNL 4G Rollout



The Indian government is set to notify the rules of the new Telecom Act within the next 180 days, as announced by Telecom Minister Jyotiraditya Scindia. This announcement was made during the launch of the India Mobile Congress (IMC) 2024 theme.


Key Provisions of the New Telecom Act


The new Telecom Act is designed to amend and consolidate the laws related to the development, expansion, and operation of telecommunication services and networks. Here are some of the significant changes:


1. Robust and Modern Framework: The new Telecom Act replaces the outdated provisions of a 130-year-old legislation with a modern framework that aligns with current technological and security needs.


2. Government Control: The Act allows the government to take control of telecom services from both public and private operators on grounds of security, public order, or prevention of offenses. This provision enhances national security and ensures public safety.


3. Commitment to 5G and 6G: The fastest 5G rollout in the country is now accompanied by a commitment towards 6G technology. The government is in the process of acquiring nearly 127 global patents and setting up 100 5G case labs to foster technological advancements.


4. Telecom Equipment Production: The production of telecom equipment has seen significant growth, with investments worth Rs 3400 crore, sales worth Rs 50,000 crore, and exports worth Rs 10,500 crore. This has also created approximately 17,800 new jobs across India.


5. Atmanirbhar Bharat: The new Act contributes to the 'Atmanirbhar Bharat' initiative by reducing the negative trade balance of telecom equipment from Rs 88,000 crore in 2014 to Rs 4,000 crore today.


BSNL 4G Rollout and Performance Management


The Minister also highlighted the daily monitoring of BSNL’s 4G rollout. A Project Management Unit (PMU) will set daily targets for BSNL, ensuring timely deployment and development of 4G services. This initiative underscores the government's commitment to indigenous technology development and reducing dependency on foreign technologies.


MTNL Operations and Financial Stability


In response to a query about Mahanagar Telephone Nigam Ltd (MTNL) depositing Rs 92 crore to clear bond interest, Minister Scindia stated that MTNL’s operations would be transferred to BSNL. The monetization of MTNL’s assets will help pay off liabilities, assuring that there will be no defaults as the government will back these measures.
